		<description><![CDATA[Why is the Democrats answer to all of the world’s problems to raise taxes on the supposed rich?  And Republicans response is to lower taxes across the board or.  Assuming global warming is a fact for discussion purposes, wouldn&#039;t tax credits to industries or individuals who implement or develop cleaner technology make more sense?  As a teacher I&#039;m taught rewarding good behavior for an incident is more effective than punishing poor behavior for an incident when changing a students overall demeanor in school.  If you want less CO2 in the atmosphere, then reward those who emit less!  Don&#039;t punish those who don&#039;t do anything.  Not being rewarded will encourage most to change eventually.]]></description>
