When you have border guards who make two bucks a day, it’s pretty easy to bribe them into looking the other way, especially when the alternative is a bullet to the head. Drug gangs have taken over entire towns, killed or intimidated the police, and even fought with the Mexican army (at least, the part of the army that isn’t supplying the drug gangs with rifles and other toys). I don’t think some new scanners will make them rethink their plans. We should spend the $1.4B on concertina wire….
