Are the drug search and seizure laws loose enough to use a refusal to gain actual warrants on suspicion?

I can’t think of anything as unAmerican as going from door to door in this manner, under guise of amnesty. I can agree nabbing already convicted criminals with a free boat and an arrest, but I can’t wrap my mind around this one.
