But the government can encourage the development of Alt. fuels and technologies by undoing the red tape and giving tax credits to the developers. By doing that it may even move the industry a head faster than if left to ones own devices.

And maybe some better storage technology (batteries) since the clouds come in, night falls and the wind calms.
